What is a tip?
A tip is a token reward sent from the treasury to an account.

Will the account receive the tip immediately?
The actual tip amount paid out is the median of all the tips offered by the council members. Once over half of the Council have issued tip valuations, the countdown to close the tip will begin. The countdown timer is 24 hours.
Once more than half of the Council have issued tip valuations, the countdown to close the tip will begin. You can see this timer next to the tip button along with the tip valuations offered by each council member.

The actual tip that will be paid out is equal to the median of these tips.
For the tip to be paid out, some account must call the close_tip extrinsic at the end of the closing period for the tip. This extrinsic may be called by anyone.
